THE PDP 3 PROJECT - "INTEGRATED ACTION TO COMBAT DISCRIMINATORY MOBILE CRIMES, ESPECIALLY THOSE DIRECTED AGAINST THE ROMA COMMUNITIES AND ENSURING A HIGH QUALITY STANDARD OF THE POLICE SERVICE" HAS BEEN IMPLEMENTED

Specialists of the Romanian Police and Norwegian partners met at the closing conference of the project "Integrated Action to combat hate crimes, especially those directed against Roma communities and ensuring a high standard of quality in the police service - PDP3", which took place on April 19, 2024.

 

This project was funded by Norway Grants and had the general objective of improving the institutional capacity to prevent, detect and investigate hate crimes, as well as increasing the quality and accountability of the police service.

 

As part of the project, the Office for the Investigation of Hate Crimes was established within the Directorate of Criminal Investigations, 3 online workshops were organized together with the Norwegian partners with all the police officers who work in this line of work from the county police inspectorates, and a fourth workshop took place in Norway with the support of Oslo PD.

 

During the project, special interest was given to the development of the investigative capacities of both the central structure specialized in the investigation of hate crimes, as well as of police officers with similar duties, working within county-level police units or police units in Bucharest.

 

In Romania, OSCE – ODIHR (Office for Democratic Institutions and Human Rights) organized two training modules dedicated to criminal investigation police officers. At the same time, GIRP organized 5 study visits, in Norway, Great Britain, Spain, Italy and Greece, and three training sessions were organized with the support of specialists from the Council of Europe, in Romania.

 

Workshops and exchanges of best practices were held online between the "Alexandru Ioan Cuza" Police Academy and the University Police College in Oslo. The GIRP organized three more training sessions for criminal investigation police officers specializing in the investigation of hate crimes, in collaboration with experts from Oslo PD and the Prosecutor's Office attached to the High Court of Cassation and Justice.

 

Following a public selection procedure, the Research Institute for the Quality of Life within the Romanian Academy was selected to carry out a training module in the field of hate crimes for 200 policemen from all the national structures of the Romanian Police.

 

The project budget was 2,823,529 euros, of which 2,400,000 euros non-refundable funding representing 85%, and 423,529 euros national contribution, respectively 15%.
